This is a Zilog Z80A SIO/1 (Serial Input/Output Controller), part of the legendary Z80 microprocessor family.

The Z80A SIO/1 was designed to handle asynchronous and synchronous serial communications, making it a critical peripheral chip in many computer and embedded system designs of the 1980s.  
Produced in 1984, this vintage IC comes in a ceramic DIP package with gold lid and Zilog markings.
