This is an RCA CDP1832D microprocessor, manufactured in 1987.

RCA was one of the pioneers in CMOS microprocessors, and the CDP1800 family is well known for its efficiency and use in embedded systems, aerospace, and military applications.  
The CDP1832D is a support/control chip for the RCA 1800 series and represents an important piece of early CMOS technology history.
